Easiest way to get the teeth set is to use a mechanical pencil eraser and a mallet / hammer. Flatten the eraser out a bit on a flat surface with your mallet. Hold it over the teeth while you tap them in - it won't mark the plastic but will transfer enough energy to make the teeth move in their proper place.
