This is a replacement agitator dog for washing machine. You will need 4 of those.
If the upper section of the agitator isn't turning properly, then these cogs are likely worn and will require replacement.

You can print it in PLA but a stronger material like ABS, Polycarbonate or Co-Polyester will make it last longer.
Print the part with the flat surface on the platform.
